Or a sequel to Mystical Ninja 2 for the gamecube, with the same graphics.

If you are looking for a GTA like game in the 20-30s Play Mafia. Its only the PS2 and PC (better on PC). IMO it is better than any of the GTAs.

More story, more serious, less freedom, less fun (in the comical sense).

Yes its not a comical or parody game. You have to obay traffic and gun laws, and get gas (on the PC version).
